ESTABLISHMENT OF GHANA CONSULATE IN GRAZ

Posted by guacgraz on November 1, 2013 at 7:20 PM Comments comments (0)

Administrative and Financial Concept of Establishment of A Ghanaian Honorary Consulate in Graz

Introduction:

In an early meeting of the Ghanaian Union in June 2013, Establishment of an honorary Ghanaian Consulate was proposed by some members. The basic idea behind this proposal is the fact that the Consulate in Vienna is not capable of tackling the consulate duties for Ghanaians as expected of it.

The fact that the Ghanaian population in Styria is also increasing and more families are establishing their homes here call for the need to incorporate such a consulate to tackle problems ranging from the issue of visas, family reunion and other numerous social problems the community faces on daily basis.

 1. Basic requirements:

Principally the consulate can be established here in Graz according to the Ministry of Interior of Austria.

The Ghanaian Authorities only need to only redefine the sphere of influence of the new Consulate and that of Vienna to avoid overlap of activities of both!

 2. Location:

Wherever the Consulate is to be established, it shall represent the State of Ghana and therefore ought to be presentable.

It could either be hired or built depending on the purchasing power of the financiers.

 3. Personnel:

Basically the Consular and a Part-time Secretary.

 Consular qualifications:

must have a higher education and very conversant with the Law system of Austria. Must have mastery over the German language and be able to write it too. Must have mastery over the English Language and very good at writing periodical reports addressed to the Government of Ghana. Must be devoted and selfless. Must be a good listener and analyst.

 Secretary qualifications:

Must be conversant with Office Management. Must be a PC literate: MS Office (Excel, Word, Access, Presentations), accounting friendly. Punctual and dedicated.

 4. Finance:

The financing of this project shall have to cover the following aspects:

Accommodation (office) costs

Personal Cost

Administrative costs

Miscellaneous

 Finance Details /Financial Breakdown

1

Accomodation-Office

1.000,00 €-Rent

1.000,00 €-Deposit

 Operational Costs-300,00 €-Monthly

2

Personnel

Consular : 1.520,00 €-Monthly-20 hours/Week

Secretary-390,00 €-Monthly-10 hours / Week

3

4

Miscillaneous-200,00 €-Monthly

5

Furniture e.t.c.-1.000,00 €

PC + Periphery-900,00 €

Total  Amount to kick start  - 3.610,00 € Monthly plus 2.900,00 € Deposit ( Once )

Assumption 1.  Covering the Cost, Assuming No. of Members  (200) ,Cost per Head/Month -18,05 €

Assumption 2.  Covering the Cost,Assuming No. of Members (150 ), Cost per Head/Month - 24,07 €

Assumption 3.  Covering the Cost,Assuming No. of Members (100 ),Cost per Head/Month - 36,10 €

NB:

Ghanaians who are interested to support this project must have to sign for a monthly standing payment order for a year extendable yearly at their banks for the said amount to be deducted from their salary and be paid into the account of the consulate.

This is a sure basis on which this project can succeed. Otherwise, there is no reason to talk about it at all or to attempt to proceed in any case!

 Recommendations:

It is recommended that the consulate activities should cover all federal states of Austria EXCEPT: Vienna, Upper & Lower Austria and Voralberg.

The financial aspect of this project is the basic determinant of this project and therefore must be well thought of.
